You moved out of the house to show that that you were bothered by her noise making? What makes you think that she'll connect your moving out of the house with her behavior? Personally, I don't think you're being nice for telling her that it's okay to make noise, all the while being pissed off at her for it.
If you act like the innocent, nice guy and tell her that it's alright for her to make noise at those late hours, why would she think otherwise? Sure, it's common sense and courtesy to keep the noise level down at certain hours, but you can't expect people to read your mind or understand that you're mad just because you're at the window smoking a cigarette. You could have saved yourself a lot of trouble by telling her to keep quiet.
