Why are some fully dressed (Spongebob), but others only partially (Patrick - pants only, Squidward - shirt only)?

Why does Donald Duck wear a towel around his waist when he gets out of the shower, but doesn't wear pants when he is dressed?

I think about this stuff all the time.
