People are often just busy or they don't really know what to say because chats can be awkward at times, especially when it comes to SA related message boards.

I used to have this problem all the time. I still experience it of course.. some times are worse than others.

It could be simply due to folks being busy, and also, some may be easily fatigued by PMs and may put off responding to you. Some may also forget to reply. Sometimes a PM conversation doesn't "click" and once that's apparent, they just stop replying.

What helps improve the chances that they reply is simply experience. Figure out what kind of message gets a reply. Then see if you can get the ball rolling.

Well, it is called Social Phobia World. I never really use the chat but it's mainly because of how buggy it is. Maybe you could try sending
PMs instead of IMs, as I figure people will feel less pressure towards responding.

I'm talking about another site that i go on with private messages and i try to use im here but the people are not there so i pm them instead now.

You have to expect some people not to reply, whereas others might. Have you connected with them in any way through the message board (posts you've made where you have things in common with them, etc)? I've found that a lot of people just don't like using message board chats, either because the pop-ups are annoying or the pop-up sound is annoying.

What do you mean to connect through the message board and what we have in common? On the site I use you can see who is online or offline on pms so yea.

A message board is like here right? I thought this was a forum. It is a penpal site and you can private message or post on someone's wall like a visitor and private message here.

Well, my girlfriend loves penpals and trading postcards and whatnot, and I can tell you that it's likely that the people you've been trying to reach were already busy with a lot of penpals and the like. A lot of people from those groups get in touch with a lot of other penpals and have no time for other possible penpals (or friends).

Well it is more of a internet penpal thing so only some people exchange gifts and postcards. It could be that they are just busy and have a lot penpals but some people I talk to they respond but don't respond ever again and that hurts me. Idk mayebe i have to be more patient with people but I feel i am boring or said something they dont like or I'm not attractive enough for them since that site you can put your own picture.

Maybe just ask them why they stopped responding. You could be blunt and say "I'm a little sad that I didn't get any further responses from you. I was enjoying our chat", and then see what they have to say.

Yea maybe I should say that instead of "Did you get my last message?" but won't they think you are to sensitive if you say your a little sad especially to non sa people?

You could say 'bummed' instead of sad. This way they'll know that not responding affected you, but at the same time didn't affect you to a point where you're actually sad.
