I think a parmo is fried chicken, chips, covered in cheese then whatever else. I've never had it but it's popular in Middlesbrough and I've seen it advertised in some takeaways in Darlington.

The thought of cheese with chips makes me barf

I think Poutine is made with gravy rather than chili - but that's the French for you.

Here in Wisconsin, people top the fries (chips), chili, and cheddar cheese with another big gob of sour cream on top, too!
