Only time will tell. I'm sure he's still want's to marry you. You've been dating him for years. Perhaps he's postpone the wedding for another year so that y'all can save money and have a big wedding! You never know.

I agree with Hellhound, you should just tell him how you feel. After all, you need to communicate with each other to understand each other.

Why don't you sit down together and start setting goals? Like... by such and such date we need this amount of money saved, from there we can proceed to do such and such... Communication is huge in relationships, monumental in marriage, right?

Yeah, there seems to be little in the way of communication between you guys, so just sit down and have a chat with him about what he wants to do. By what you're saying he does still love you and he still appears to want to marry you, so maybe you're overthinking it.
