She's right except for the bit near the end. The teachers and administrators actually working at a school don't have any more power to change the system than the students do--you have to go higher up to even begin to find the people who are allowed to make the decisions that she's talking about.

The people really in charge are always nestled in layer after protective layer, well insulated from those they harm or could effect positively.

The people really in charge are also those with the most money, and since they can afford to send their kids to the best private schools, it's in their best interests that public education turns out worker drones. Public education funding keeps getting cut, so that the system is destitute on top of being broken. Those making the decisions to cut the money lose nothing by doing so.

Good point. I found it odd that she was encouraging teachers to change things, as if they have any real power.
