I agree with number 2. But sometimes fears run together & you can't always avoid having more than one fear at a time. Sometimes number 1 can't be avoided at all. I've been forced into situations that have caused me huge amounts of fear & stress. Most fears are big fears for me, even leaving the house is a huge fear, so if I adhered to only taking on small fears, I'd be in the house even more often than I am now & I would have never done any of the positive things I've done with my life. (Therapy, seeing my psychiatrist, going to school.....). Your steps are great, but are only good for people who are in ideal situations which allow them to do things that way.

Usually simply taking action will cure fear, which is true if you can somewhat control the situation, and if you can't then you see this:

Note the difference between the two guys, one is yelling for the excitement of the ride, and one is screaming in pure fear. They are on the same ride so are experiencing the same thing, yet their reactions are so different. The only difference is the programming in the mind. One person has a mental program that state situations like that are dangerous even though in reality it is actually quite safe. The only way to change it, is to override the program and you do this by learning as much as you can about the situation. For example the above guy could override it having a close look at the company involved to develop trust in the company and hense trust in their ability to maintain their equipment to the highest standard.
 
I spent a day at Sydney Luna Park with the kids, and what started as fear became enjoyment by the end of the day. I kept daring myself and went on the scariest rides. It was "feel the fear but do it anyway". One of the best days of my life. :D

had motion sickness for the rest of the night though :p
