Why does it say 'banned'

i've been reading posts tonight and noticed some users have 'banned' under their handle id name... but seem to be still on here.

what does the 'banned' mean?

If you follow the rules, you won't get banned

Some people can be banned temporarily (and can come back later), some have been banned and don't come here anymore, their posts remained though...

Most people who are listed as 'banned' usually request to be as we cannot delete accounts.

The rest who are permanently banned, seem to have an inability to follow simple rules no matter how many chances they get.

Some create multiple accounts which is against the rules (sometimes to agree with themselves or stalk others) These accounts also get banned.
