Homemade Iontophoresis. I only get 1.7 mA according to multimeter?

I can not figure out why I am getting such a low current, 1.7 mA with this battery. According to other people 10-11mA is recommended for hands and that it should be 12V.

Yet I am only getting 1.8mA from this battery:

Specifications
Charge Current 0.4V
Nominal Voltage 12V
Nominal Capacity (10HR) 4.0AH
Container Material PP
Rated Capacity 10hours rate (10.5V) 4.0Ah/0.4A
5hours rate (10.2V) 3.4Ah/0.8A
1C (9.6V) 1.8Ah/4.0A
3C (9.6V) 1.44Ah/12.0A

Should I get a different battery with other specifications?

Here is my multimeter setup with images attached, and I did it right as far as I can see:

Instead of a battery you can use a universal laptop power supply with adjustable voltage. you can get them on Amazon pretty cheap like under $20. Sure beats a battery.

Not sure why your battery isn't working properly.
