A. Staring into someone's eyes for too long.

Staring should make them more uncomfortable than you, so its kind of their problem

As long as you are staring at them in a kind and loving way, then that is the better of the two options.

Gah, now the results are equal... I guess they're equally bad? I tend to do one or the other when I'm nervous. I think looking away too much can make you seem rude or disinterested, but staring into someone's eyes too much can make you seem weirdly intense.

It's so odd. Sometimes I feel like people avoid my look so I just don't even bother. There must be something extremely off-putting about my gaze or overall appearance. I have been told my nearly black eyes are somewhat creepy.

I think both can be equally bad. If you stare too much into a person's eye, especially that of the opposite sex, the other person might think you are interested in them. If you look away too often, like what the posters have mentioned earlier, it could make you appear disinterested in what the person's saying, and that's equally as bad.
