Actually there already is a Fourth World which fits into the system of First World, Second World, Third World etc. The Fourth World consists of Third-World countries which have absolutely nothing, such as Haiti, Niger (I think). Perhaps what you are describing is the Fifth World.

The Second World refers to countries of the former Soviet bloc, which were industrialized but noticeably behind the West. It no longer exists, so there is a vacancy there.

The funny thing is that the "worlds" where never supposed to grade development, but just affiliation during the Cold War.

First: the US and it's western allies.
Second: the USSR and it's allies.
Third: non aligned nations.

Not really relevant... but I'm a history geek : P.
