There are many people who wouldn't say hi to randoms or people they don't know. If we said hello to every person you walked by on the street, your voice would be worn out by the end of the day.
The problem IMO, is talking to people we know. If we see a person we half-know or even know well in a shop for instance, we spend our time consciously watching out and avoiding them, while getting what you want and getting the f*ck out of there as quick as possible. As if the goddamn place is going to explode.
