I've not spoken to him before but I've seen him a few times at this local place so I was sitting and I looked around and looked at him, I can't really remember if he was already looking or if he just looked when I looked at him...though he is really cute and way out of my league but is there anyway to get him to approach me? :confused: and how can I tell if he likes me or not...without asking!!? :)

You can't tell if he likes you because you haven't even talked to him. The more appropriate term would be attraction.
Unfortunately most guys these days prefer girls to make the move. I guess you could drop your things in front of him (but it's hard to get away with). Or you could walk by nonchalantly, look at him, and compliment him (like what he's wearing). He'll carry on the conversation if he's interested, unless he's shy too. Then that's a problem. :S
But if he reacts negatively, just let it go. If you keep insisting on talking to him, he'll get annoyed.
