Problems with chat!

Can some1 tell me how to use the chat/IRC software?
Also, I can't login frm the website
When I use the website interface for chat it gives me an error saying that I should email some nick@irc-hispanic guy so that he can accept my request to log in from my IP.

not completely sure, but that sounds like you've been in there spamming or some shit.

lol no i haven't done any kinda spamming.. in fact I have got this error before too & last time I was able to log in

maybe it's java then... definitely weird though. never had it happen to me

it also tells me that access to the network from my country is not allowed 8O
