I really can't think of 25, but Scar from The Lion King has always been a favorite of mine. Also, Magneto is just pure awesome.
Not a movie, but I'm going to mention this one anyway. Alistair from Supernatural was just a bad***. He is probably my most favorite villain from the show. He was short lived, unfortunately. I would've liked to see him stick around a little longer.

The Joker, from The Dark Knight. Need I say more, really?

Agent Smith, for The Matrix. I like the way he thinks, and his good manors while he tries to kill you.

Adrian Veidt, from Watchmen (2009). Charismatic and does what he does for a not-totally illogical reason. He's a bit of a cold **** about it, but I still kinda like him.

John Kramer, from Saw. Gruesome as they may be, many of his traps are a work of cynical genius.
