An atom in its neutral state has the same number of protons and electrons. If it loses electrons, it is left with an excess of protons and becomes a positive ion. If it gains any electrons, it becomes a negative ion. When a metal bonds with a nonmetal, the metal will give its outer shell (outermost/valence) electrons to the nonmetal so that the metal becomes a positive ion and the nonmetal becomes a negative ion. The periodic table here shows the metalloids or semimetals in grey and everything to the right except for hydrogen is considered a metal. The nonmetals are to the left. Neon (Ne), Krypton (Kr), and Radon (Rn) are nonmetals and they will always be neutral. They are noble (inert) gases, meaning they already have a full outer shell of electrons and don't form bonds. (I think there are very rare cases where it is possible but I don't know the details. Not important here.) Zinc (Zn) is a metal and Antimony (Sb) is a semimetal. There is no mention of any bonds here and in their pure forms they will be neutral.
