What do you think would make the world a less cruel place?

There are so many different ways to answer this question. A few things that comes to mind is better parenting and eliminating poverty. People are largely the product of how they're raised, so if every parent raised their children well, the world would have more ethical people in it. Poverty also leads to suffering and cruelty, so eliminating it would help.

Test everyone on the planet for;

1) Narcissistic Personality Disorder.
2) Psychopathic Personality Disorder.

Divide the planet into 2 halves.

All the people who tested "positive" can live together on one side of the planet.
All the people who tested "negative" can live together on the opposite side of the planet.

House a permanent neutral military presence at the fence line dividing the two halves of the planet, and any person who tries to cross over the highly electrified fence, gets shot.
